Military Interdepartmental Procurement Request (MIPR) refers to a type of inter-institutional agreement used to contract non-personal supplies and services to a military department. A Rhode Island cooperation agreement between the RF`s public agency and the National Education Authority has launched a broad inter-institutional initiative to improve the transition from school to adulthood. The agreement is unique in that it provides pre-conclusion vr funds to support career planning and job exploration. Funding under the agreement was primarily devoted to the creation of five career discovery centres offering young adults professional assessment, career research and collaborative work experience. Agency staff reported a wide range of results, including concrete measurable results (student work experience, contacts with employers, anecdotal reports on students who stay in school to pursue career prospects, and improved relationships between school and vocational rehabilitation staff. Government authorities regularly help each other in carrying out their tasks. The FBI, which assists the U.S. Marshals Service in the arrest of a fugitive, is an example. Since they are run by different departments and have different sources of funding, a written agreement is needed to define the role of the two agencies in their joint efforts.
This document is called an inter-institutional agreement. Like a contract, the agreement contains a section indicating the specific work. It also includes an estimate of the cost of the resources needed to carry out the work. Allies do not necessarily own property. Owners are in delicate implementation and have an obligation to do things. The owners of the agreement provide supervision and vision, implementation and control of the need for renewal. Operational relations have been identified as important to the success of an agreement: „They must maintain relations at the level of worker bees.“ For the planning of an agreement, take into account: standard agreements include a Memorandum of Understanding, an inter-service assistance agreement, a government-wide agency contract and a research and development cooperation agreement. – money or funds are committed: funds, staff or other resources have been included in the agreement by the participating agencies. – Internal allies exist: allies of partner agencies have been identified to support the agreement. Stakeholders will be involved in planning and implementation.
In general, successful agreements have clear champions in terms of implementation within governments. In both Minnesota and Rhode Island, for example, some individuals were identified by interviewees as promoting and maintaining collaborative activity. The document is divided into sections and has a place for the National Education Agency and the National Agency for Vocational Rehabilitation to document their response to each of the applications. Responses to tenders can then be used to establish the content of the inter-institutional agreement at the state level, as well as the process of implementing and evaluating the agreement. Each of the discussion papers is intended to facilitate joint discussion between educational and training institutions, both nationally and locally, in the development, implementation and evaluation of the formal inter-institutional agreement. Calls for debate at the local level can help link to the formal inter-institutional agreement and state implementation at the local level and allow adaptation to meet the individual needs of local communities.
